Quais os efeitos do novo arcabouço fiscal sobre a trajetória de gastos públicos? Uma análise preliminar

Published in MADE USP, 2023

This paper offers a preliminary discussion of the effects that the New Fiscal Framework (NAF), announced by the Lula Government on March 30, 2023, may have on the trajectory of Brazilian public expenses. Counterfactuals are presented to evaluate the effects that the adoption of the NAF would have had since 2001, under different scenarios. In addition, some projections of the trajectory of public spending in the coming years under the NAF are presented. The counterfactual simulations indicate an improvement compared to the current Spending Cap. They highlight, for example, the countercyclical potential of the NAF but show that expenses would be reduced as a proportion of GDP compared to the original historical series. Furthermore, they point to a change in the composition of expenses, favoring public investments over current expenditures. Projections for 2030 also suggest a decrease in expenses as a proportion of GDP under optimistic and pessimistic scenarios of economic growth, which could hinder the role of the government in areas such as health, education, and social protection. However, measures capable of generating increased revenue can offset this effect, allowing for the recovery of public investment and stabilizing the ratio between spending and GDP in the coming years. In the case of the current Spending Cap, an increase in revenue would only result in a higher primary surplus without creating any room for investment recovery.

Raízes e panorama do trabalho doméstico remunerado no Brasil: reprodução social e algumas de suas contradições

Published in MADE - USP, 2023

This article utilizes a methodology that combines qualitative empirical evidence (interviews and historical investigation) and quantitative analysis (development and analysis of statistics based on the Continuous National Household Sample Survey) to highlight the current scenario and historical processes that have led to a continuous devaluation of domestic paid labor in Brazil, which is predominantly performed by women and lies at the core of the processes that enable our social reproduction. It argues that this reproductive work, as an expression of the gender division of labor rooted in our colonial past, is heavily marked by the legacy of enslavement and, in this sense, is primarily carried out by Black women. It is characterized by informality, precariousness, low wages, and the absence of state protection. It is widely understood as an activity conducted within private and affectionate relationships, to the detriment of its recognition as a professional employment relationship. In this context, the objective of this technical note is to make visible the living reality of these women and assess the current limits of state protection for this category. Despite decades of organized struggle by domestic workers, this economic activity has long been disregarded as a legitimate form of work, with the institutionalization of this difference through labor laws that perpetuated the segregations established during the period of slavery. However, the resilience of the domestic workers movement has proven fruitful, and recently, some of their historical demands have been met. However, the fight for the guarantee of the rights they have achieved continues, as the majority of this class of workers still have informal employment relationships, and there is a need for political, economic, and social recognition of this category.
